This report is the third in an annual series produced by the Humanitarian Policy Group (HPG) that has sought to analyse key trends in the humanitarian sector. It examines how the development aid actors are becoming increasingly engaged in situations which, for many years, have been seen as largely the preserve of the humanitarian community.
This report aims to document and analyse the implications of this trend. It reviews the changing relationship between the instruments and financing of the humanitarian system and of development cooperation in situations of protracted crisis.
