Communication JOIN(2012) 27 final EU support for sustainable change in transition societies
What's the issue?
The Commission has issued a paper (a "Communication") setting out ideas on how the EU can better support democratic transitions in non-EU countries.

Many countries, including some bordering on the EU, have recently embarked on major political, social and economic reforms aimed at building inclusive democracies.

The EU has considerable experience with such transitions, having supported the countries of central and eastern Europe and, now, the Western Balkans, in their preparation for membership, as well as democratisation processes in developing countries throughout the world.
What exactly would change?

The EU's response to requests for support would be based on the specific needs of each partner country and their citizens.

Mechanisms would be implemented to ensure that the voices of citizens and stakeholders are effectively heard in reform processes.

The EU would make more efficient and coherent use of incentives to encourage partner counties to carry out relevant reforms.

A 'transition toolbox' would share the EU's expertise and experience more effectively with partners and stakeholders.
Who would benefit and how?

Partner countries and their citizens would benefit from more successful transformation of their economic, social, political and governance systems.

The EU itself would benefit from greater regional and global stability and prosperity.

The EU and its Member States would benefit from sharing experiences and lessons learnt.

EU citizens would get better value for money because EU assistance to partner countries would be better targeted.
Why does action need to be taken by the EU?
The Lisbon Treaty requires the EU to ensure consistency between the different areas of external action, at EU level. Member States cannot do this alone. Coordination and policy coherence are key to effective EU action, as well as bilateral action by EU Member States, in support of partner countries' transition processes.
