Complexity-Aware Monitoring - USAID - (2013)
In this 'Discussion Note', USAID describes its specific approach to monitoring, which it describes as 'performance monitoring'. It also identifies when to use it, and how best to use it in the context of many different factors occurring in a situation - the "complexity-aware" focus referred to in the title. The document identifies effective and practical approaches to this type of monitoring, and develops them as it goes on. With regards to 'performance moniitoring', it gives the follow description:
"Performance monitoring uses indicators designed to measure results that contribute to broader country strategy results frameworks or project LogFrames. Annual (or semi-annual) review of country strategy (CDCS) performance data is intended to inform high-level decision making. At the project and activity level, monitoring is intended to inform implementation. Performance monitoring practice involves collecting baseline data, setting targets, and comparing actual figures to targets."
