Training objectives
The virtual training offers people already familiar with public finance and economics to deepen their knowledge of tax and non-tax revenue issues in the context of the Global Gateway Investment Agenda.
The course will help INTPA staff at Headquarters and in EU Delegations to better take into account the political and economic importance of domestic resource mobilisation (DRM) and public finance management (PFM) in EU external action, in the context of financing the SDGs, in relation to Global Gateway objectives and as part of budget support interventions. DRM is indeed the most sustainable source of financing of public policies and investments in partner countries (including for the running/maintenance costs involved) and predictable, transparent and non-discriminatory revenue administration is equally a critical part of countries’ investment climate.
Participants will become acquainted with the Commission policy as detailed in official documents such as the Communication on Tax and Development: Cooperating with Developing Countries on Promoting Good Governance in Tax Matters (2010), in the Collect More, Spend Better agenda (2015) and in recent global discussions on international tax governance at EU, OECD or UN level.

This virtual training comprises 3 sessions with a focus on awareness-raising of the following topics:
- Module 1: What to look for in tax policy and administration
- Module 2: Taxonomy of taxes
- Module 3: EU issues (e.g. Anti-Money Laundering/Counter the Financing of Terrorism; Non-Cooperative Jurisdictions)
