EC advanced seminar DLG 2012_Session 2.2: PEA and decentralisation: lessons from 15 countries

This presentation delivered by Professor Francois Vaillancourt presents the outcomes of a 2011 study: Evidence from decentralisation in developing countries: global perspectives on the obstacles to fiscal decentralisation.  The study identifies 6 obstacles and 11 success conditions to decentralisation processes, and explores how donors can best use this analysis grid to orient their intervention strategies.
