EC advanced seminar DLG 2012_Session 3.4 Decentralisation and improving domestic accountability
This presentation delivered by Jean Bossuyt from ECDPM argues that domestic accountability seen as a system, offers a major opportuity to get better development outcomes, governance and state-society relations. Donor agencies can support domestic accountability through various strategies and instruments. The presentation draws from the experience of Laboratoire Citoyennetés, which argues that local public service delivery can be an entry door to improve trust between local governments and service users, and help service users to become citizens. For more information visit http://www.labo-citoyennetes.org/. The presentation also explores whether budget support can also be a driver for promoting domestic accountability. Finally the presentation identifies major challenges for donors in promoting domestic accountability and reflects on the implications for donor roles.
