Entitlement and access to food: Systems of social transfers to fight extreme poverty. Position paper

In April 2008, the unit EuropeAid E6 organised a seminar to better understand the potential role of social protection in addressing food security and the logic behind the idea of social transfers within the access to food component different types of social transfer.

A position paper was prepared for this seminar entitled "Entitlement and access to food : Systems of social transfers to fight extreme poverty". It presents the terms of the debate. Several key issues are raised:

• arguments to justify social transfers,
• impacts of this kind of programmes, 
• practical issues to be addressed for the successful implementation of social transfer programmes and
• the implication of the EC in the design and funding social transfer programmes, with a particular focus on the coordination of all relevant EU actors.
