EU Strategic Framework and Action Plan on Human Rights and Democracy

This document contains the EU Strategic Framework and Action Plan on Human Rights and Democracy as adopted by the Council on 25 June 2012. The purpose of the action plan is to implement the EU Strategic Framework on Human Rights and Democracy, with sufficient flexibility so as to respond to new challenges as they arise. It builds upon the existing body of EU policy on human rights and democracy in external action1, notably EU guidelines, toolkits and other agreed positions and the various financial instruments, in particular the European Instrument for Democracy and Human Rights.
