European Parliament - Mapping threats to peace and democracy worldwide: Normandy Index 2023
In light of the resurgence of warfare in Europe, assessing global threats to peace, security, and democracy is critically significant, and the 'Normandy Index' serves this purpose. Initially introduced at the Normandy Peace Forum in June 2019, the annual Index is a collaborative effort between the European Parliament and the Region of Normandy. The development and analysis of the Index were conducted by the European Parliamentary Research Service (EPRS) in collaboration with the Institute for Economics and Peace, utilizing data collected in 2022. This paper presents the outcomes of the 2023 assessment, elaborates on how the Index facilitates comparative evaluations of peace across countries and regions based on predefined threat indicators. Additionally, it includes detailed case studies for 61 individual countries derived from the Index. This paper contributes to the EPRS' involvement in the 2023 Normandy World Peace Forum and is accompanied by two related papers, focusing on the EU's role in enhancing peace and security in 2022 and EU-led peace-building endeavors in Iraq.
