Systematic and timely evaluation of its programmes, activities, instruments, legislation and nonspending activities is a priority of the European Commission2, in order to demonstrate accountability and to promote lesson learning to improve policy and practice.
The Evaluation of EU joint programming process of development cooperation (2011-2015) is part of the evaluation programme as approved by the Commissioner for Development, and agreed by the Commissioners for Enlargement and European Neighbourhood, and the High Representative for Foreign Affairs and Security Policy.
The main objectives of this evaluation are:
- to provide the relevant external co-operation services of the European Union (EU) and the
wider public with an overall independent assessment of the subject area;
- to identify key lessons and to produce recommendations to improve current and inform
future joint programming process.
