Final Report Portfolio Evaluation

This report, prepared by C4ED, presents the triangulated findings of a series of seven Counterfactual Impact Evaluations (CIE) of EUTF-funded projects, two qualitative evaluations, complementing an overarching assessment of 84 projects that aimed at promoting economic opportunities across the Horn of Africa and Sahel-Lake Chad regions.

Using both quantitative and qualitative data, it focuses on assessing the projects’ impact on employment, livelihoods, migration and resilience but also investigates their relevance, coherence, effectiveness, efficiency, sustainability as well as the EU-added value.
