Fourth TED Country Engagement Carried Out: Support for EUD in Mongolia
Mongolia has been a key partner for the European Union in the promotion of democracy and human rights. The EU Delegation (EUD) in Mongolia has identified important fields of engagement for joint interest of EUD and EU Member States including support for reform of the judiciary sector.
To strengthen the justice sector reform and in alignment with the priorities highlighted in the 2021–2027 Multi-Annual Indicative Programme, the EUD in Mongolia has proposed an Action Document addressing keys areas of the reform and seeking to generate long-term impact via the Twinning Modality. Twinning is a European Union instrument for institutional cooperation between public administrations of EU Member States and of partner countries.
In this context, the EUD has requested the TED Secretariat to provide technical support for the design of a Twinning Fiche and to create a democracy support roadmap beyond the justice sector reform.
Responding to this request, the TED Secretariat organised a mission to Mongolia with the participation of two experts with extensive experience in judiciary sector reform, institutional capacity reform and EU twinning procedures.
During the mission, the TED experts consulted actively with EUD staff, relevant Member States representatives and agencies and governmental and non-governmental actors at the national and regional levels to include their views and expertise in the design process.
Before the mission took place, the TED Secretariat had the opportunity to interview the former Head of the Political Section of the EUD in Mongolia, Marco Ferri, during the Annual Forum of EU Delegation Focal Points for Human Rights and Democracy, Civil Society, Youth and Gender Equality, on 15 March in Brussels. Mr Ferri spoke about his expectations with respect to the TED country engagement in Mongolia and about how a successful cooperation among TED, EU Delegations, EU Member States and partner countries could look like.
