Framework for the EC food-aid policy and food-aid management and special operations in support of food security - 2001

The EC undertook an overall evaluation of the operations financed by the Community under the regulation established in 1996 (see the EC Regulation No.1292/96 on food-aid policy and food-aid management and special operations in support of food security). This communication reports the findings of the evaluation and makes proposals for the future of the Regulation.

On the basis of the evaluation, the EC concludes that there is no need to modify the content of the Regulation. However, there is a need to clarify the role of the Regulation in the context of priorities outlined in the EC's development policy and progress towards the development of a comprehensive framework of poverty reduction. This communication defines more clearly:

• The role of the Regulation and its coherence with other Commission policies and instruments ;
• The specific objectives and applications of the various instruments within the Regulation;
• Measures required to improve the efficiency and the quality of programme management at all stages of the programming and project cycle.
