Guidelines on Making Technical Cooperation More Effective (EN + FR)

This core document provides advice on how to implement TC reform in the design and management of any TC supported programme. It covers the whole cycle of operations. The target group is EC staff, national partners and others involved in the management of EC funded TC. Other donors and stakeholders may also find them useful. The Guidelines are complemented by useful annexes. Among them, Annex 6 - Short guide to EC rules and procedures - is a key component of the reform. These guidelines have benefited from a broad consultation including other donors, Member States and various stakeholders.
