This guide, authored by the United Nations Evaluation Group, explains how to evaluate projects that conduct normative work. Normative work is, the document goes on to define, work where the goal is to create a set of norms or standards of behavior in a certain field.It can also be projects with the goal to support governments and others to integrate the norms and standards into legislation, policies and development plans, or to support governments and others to implement legislation, policies and development plans based on the international norms, standards and conventions. This handbook establishing monitoring and evaluation guidelines to analyze these kinds of projects.
