High food prices: The what, who and how of proposed policy actions

To respond to the current food and agriculture crisis, this document focuses on two sets of policy actions: an emergency package and a resilience package. For the authors, a focus on short-term crisis mitigation alone would fail to address the root problems and to bring the needed changes for the long-term. Eight policy actions are proposed, all of which require immediate attention but whose impacts on the poor, on agriculture, and on the economy as a whole will differ
