Human Rights-Based Approach (HRBA) assessment framework for EU funded interventions in support of the security sector (Checklist)
The ‘Human Rights-Based Approach (HRBA) assessment framework for EU funded interventions in support of the security sector’, from now on simply ‘the Checklist’, was drafted by the ROM Global experts, in consultation with relevant Commission colleagues, in the context of an ad hoc report analysing how security interventions apply the human rights-based approach in design and implementation based on a sample of internal ROM reviewed interventions of DG INTPA and DG NEAR between 2019 and 2022.
The Checklist includes questions related to the programming and implementation of EU funded SSR interventions in conflict and post-conflict settings. The Checklist aims to assist EU Delegations and partners to ensure a HRBA in SSR interventions, through a simple exercise. Of course, each SSR intervention has to take into account the local context and key stakeholders involved in each country, however the list will assist to ensure no important aspects are missed out. Moreover, the Checklist can be used as a guidance to orientate the definition of SSR activities needed and can be used in consultations or workshops with key national stakeholders.
