Introduction to C4ED and Evaluation Methodology
This presentation, led by Professor Dr. Markus Frölich from the Center for Evaluation and Development (C4ED), introduces the organization's mission, methodology, and work in evaluating development interventions. It focuses on the use of Counterfactual Impact Evaluations (CIEs) to assess the effectiveness of EU Trust Fund (EUTF) projects aimed at addressing the root causes of irregular migration through employment promotion. The methodology combines quantitative and qualitative approaches, including randomized controlled trials and natural experiments. The presentation outlines specific evaluation objectives, timelines, and outputs such as project reports, policy briefs, training sessions, and dissemination events—all aimed at generating evidence, informing policy, and strengthening capacity in development evaluation.
