Inwent (2008): Draft terms of reference for a study on fiscal decentralisation for DeLoG

The ToRs outline the requirements for a study on the progress of fiscal decentralisation in Africa based on already existing material in countries where DeLoG members are active.  The aim is to assess progress of fiscal decentralisation in Africa, based on existing material and to draw up a shared state of play. The study is also expected to make recommendations for the harmonisation of partners’ policies in the field, make proposals for the simplification and optimisation of local taxation and identify new angles to improve local taxation.  The ToR also include eight annexes containing information related to fiscal decentralisation. 

InWent commissioned these ToRs in 2008, on behalf of the Development Partners Working Group on Local Governance and Decentralisation.
