The article explores how Kenya's counter-terrorism and anti-extremism measures impact civil society, particularly regarding freedoms of expression, association, and assembly. In 2023, ARTICLE 19 Eastern Africa, supported by the Fund for Global Human Rights, gathered experts from HAKI Africa, KICTANET, and CHRIPS to examine how national security laws affect civic space. The goal was to identify ways to enhance accountability for violations and protect open civil space, free from unjust restrictions disguised as security measures.
