Linking relief, rehabilitation and development

The European Commission approach on Linking Relief, Rehabilitation and Development (LRRD) was originally developed in 1996. This communication calls for a more holistic approach, in particular for countries which are prone to the risks/tensions of political, economic and/or natural disasters. It also highlights that coordination between donors, as well as internal coordination between EC services is a prerequisite for efficient policy and action, but can only operate successfully in the framework of this overall strategic plan of action.
