Pacific Climate Change Financing Assessment
The Pacific Climate Change Finance Assessment Framework was developed by the Pacific Islands Forum Secretariat through the Nauru Case Study and provides the overarching framework for this assessment. The Framework sets out a comprehensive method to assess issues relating to Climate Change FInance in order to select the most appropriate approaches to addressing climate change financing in country specific circumstances.
The Framework assesses a country's ability to access and manage climate change resources against six interrelated dimensions: (i) Funding sources; (ii) Policies and plans; (iii) Institutions; (iv) Public financial management and expenditure; (vii) Human capacity; and (viii) Development effectiveness.
The Framework focuses on efforts to meet the challenges of climate change; however, these dimensions are intricately linked to and provide the opportunity to take a renewed look at the effectiveness of overall development efforts. The cross-cutting nature of climate change requires national responses, which can bring together efforts focusing on specific sectors or issues. Elements of this work were presented in draft to Leaders at their 2012 meeting.
