Development effort is focused on programs that contribute to building credible, functioning and accountable government structures; establishing more appropriate and credible approaches to the transition from relief to development and building core service delivery capacities.There is need to ensure conformity of non-government executed programmes with national and local priorities and the progressive strengthening of national execution modalities in the areas of planning, programme management, fiduciary controls, monitoring and oversight.
