Recommendation: 9) Ensure that all TVET modules include clear learning objectives and, if relevant, establish linkages to national qualifications networks.

Evidence sample: the evaluation noted that the existing curricula are based on the national qualification framework for vocational training. To strengthen teaching and to optimise learning it is recommended to clearly identify and describe the learning objectives for each module.
