As in previous PSNP phases, the Government’s ability to harness the efforts of NGOs will be valuable for the effective implementation of PSNP 4. The Government has recognized the importance of an effective partnership with NGOs in the PSNP 4 design document and the PIM attached. These documents underscore the important role that NGOs can play as members of the Woreda Food Security Task Force (and Regional Food Security Task Forces). In addition, the documents note that with effective Government leadership, NGOs can support the programme through leveraging additional resources, provision of capacity and expertise, and support transfers, oversight of public works, and livelihoods implementation. This all shows the need for a robust and effective Government partnership with NGOs and represents an opportunity for PSNP 4 implementation.

Thanks for this platform, we could easily able to access such important documents, which was not the case in the past. Thank you Mr. Luis for devoting your valuable time by sharing different information that are relevant for our works.
In particular, this manual will help us in harmonizing the different approaches regarding targeting, social transfer, livelihood supports and joint monitoring in our efforts to build rural poor's resilience in Ethiopia. However, we need to work on capacity building programs in familiarizing the manual to all users and to support effective implementation of PSNP 4 and other related programs. From my past experience, one of the major shortcomings to use such manual is linked with the limited understandings of potential users about the contents of the manual and on how to use the manual at operational level. Usually, the knowledge (the intended purpose) will remain only with very few people's mind who have been (are being) actively involved in the manual development processes in one way or another.
This manual will be also good plus for NGOs' to align their programs with the country's flagship programs in the future.
