Public Financial Management – Reform virtual training
Training objectives
The course aims to dig into the key building blocks and architecture of a Public Financial Management (PFM) system and the way to reform it. The course aims at deepening your understanding of PFM and is providing tools for formulating, implementing and monitoring a reform strategy and action plan. It will address the conditions for successful PFM reform, the link to SDGs 16 and 17, and build on the Volume IV guideline of PEFA framework, which provide guidance on the design of PFM reforms based on comprehensive diagnostics.
Contributing to upgrading PFM in partner countries is essential for the rollout of the Global Gateway Investment Agenda with its 360-degree approach and in particular with respect to the Collect More, Spend Better Agenda of the Commission (e.g. public investment management, public procurement or debt management which are critical for effective and sustainable investments). Assessing/supporting PFM reform plans is also critical in the context of budget support both as an eligibility criterion and as a success factor for the implementation of public policies though countries’ budget.
This training will serve as an in-depth course for participants who have followed the PFM I – Basics or have equivalent and proven background in public finance otherwise.
Content
The participants will be provided with a workbook containing material to be read before the beginning of the course, as well as guidelines on what is required for course completion.

- Developing reform strategy
- Developing reform strategy - 2
- PEFA case study
- Reform management and infrastructure – institutional arrangements
Participants should have completed the PFM I – Basics course or have equivalent and proven background in public finance otherwise.
