This is a ‘Call for proposals’ application file used in Madagascar in 2005 by the ACORDS Programme (financed by the EU).
This tool served to provide direct financial contributions to municipal budgets. However, the procedure was not adapted to the context for the following reasons:
- The procedure supposes that the "applicant" already knows what to do and how to do it, while in fact the purpose is to "teach how to do things" when the project is implemented;
- The selection criteria in terms of capacity are, in reality, the expected results of the learning process during the implementation of the actions that will be undertaken;
- Some selection criteria applied are in contradiction with the decentralisation principles. For example, an external body cannot judge the suitability of an investment in one of the competence areas that have been transferred to the municipal level.
