The purpose of this assignment is to support EuropeAid to learn from its past experiences in using SEA in development programmes by reviewing and assessing a number of completed SEAs, identifying their strengths and weaknesses, the key lessons emerging and, drawing upon these lessons, propose practical recommendations that will assist the EC in determining how to effectively use SEA in future development cooperation.
