This 2010 report focuses on people in countries affected by protracted crises. It argues that improving food security in such contexts requires going beyond short-term responses in order to protect and promote people?s livelihoods over the longer term. The current aid architecture needs to be modified to better address both immediate needs and the structural causes. Important areas of intervention (including social protection and risk reduction) are often underfunded. Key interventions recommended include providing safety nets, insurance when appropriate, and services such as health and education. The report is enhanced with examples of successful experiences. It suggests to learn lessons from those tested responses.
