SUMP and Climate Mitigation

Climate targets in transport are largely missed in the EU. This paper analyses 190 Sustainable Urban Mobility Plans (SUMP) and finds that they have major deficits regarding climate mitigation:

• Paris goals are not quantified in half of the SUMPs,
• Planned measures are not designed according to goals,
• No monitoring of implementation, and
• No monitoring of climate impacts
