“Democracy Support in a Shifting Geopolitical Landscape” sets out a shared narrative explaining why democracy, the rule of law, and accountability must remain at the core of Team Europe’s actions, even as the broader geopolitical and development cooperation context becomes more contested and volatile. The paper positions democracy not as a normative add-on, but as a strategic imperative that underpins security, stability, and inclusive, sustainable development, including within the framework of the Global Gateway. It responds to growing concerns about democratic backsliding, shrinking civic space, and weakening oversight institutions, and argues that renewed, collective engagement on democracy support is indispensable in this environment.
Developed collaboratively by the TED Secretariat, with contributions from civil society partners, the document serves as a background and framing piece to guide ongoing dialogue, joint analysis, and programming across the TED network. It aims to equip TED Members with a common reference point for strategic conversations and operational choices, helping to align political messaging, policy priorities, and programme design in a rapidly changing global context.
