TED Initiative Webinar - The Intersection of Democracy, Peace and Security: A European Approach Responding to Global Transformation
European external action is increasingly shaped by a more hostile and transactional global environment. The focus is shifting towards (quick and reactive) stabilisation, defence and strategic autonomy, contributing to a de-prioritisation of long-term investment in peacebuilding, conflict prevention and democracy support. Simultaneously, hybrid threats, including foreign information manipulation and interference, are also increasingly targeting not only state institutions but also the broader information ecosystem. Independent media and journalists face growing pressures. State and non-state actors alike are exploiting digital platforms to shape public narratives and influence political debate.
Democratic, inclusive governance provides the most sustainable foundation for long term peace and stability. Core elements of legitimacy, representation and accountability and the rule of law underpin resilient political systems, address root causes of conflict and prevent escalation. Concepts such as human security and positive peace underscore that sustainable peace extends beyond the absence of violence: it requires robust institutions, protection of rights and inclusive political processes that address questions of exclusion, inequality and structural violence. Similarly, attention to information integrity highlights how manipulation of public discourse and civic narratives can undermine trust, polarise societies and exacerbate vulnerabilities. Yet, these perspectives remain insufficiently integrated into security and conflict-prevention frameworks, exposing gaps between policy commitments and operational practice.
This webinar, co-organised by Team Europe Democracy (TED) and CMI - Martti Ahtisaari Peace Foundation, aims to convene actors and experts to examine the interconnectedness of democracy, peace and security and explore the strategic approaches that Europe needs in a world increasingly dominated by defence imperatives, democratic backsliding and weakening multilateral norms.
