This introductory presentation discusses how is needed to effectively support local governance an decentralisation. Taking the "open systems" approach, it discusses issues of policy dialogue, capacity development, and financing modalities for local governments.   It also identifies the competencies that are necessary for donors to be effective "change agents".  These include:

1. The ability to operate in complex arena
2. Technical expertise
3. Appropriate carrots and sticks to change people's behaviour
4. Continues learning in collective settings
5. Ability to understand irrationalities
