This participants’ kit presents the relationship of decentralisation with sector-support programmes. The central question is how to combine sector support programmes and decentralisation reforms so that they reinforce each other in improving service delivery. In fact, one of the main objectives of decentralisation is improving service delivery and poverty reduction by making governments more responsive to citizens’ needs, improving access to and quality of public services and strengthening accountability. Distribution of functions and responsibilities between the different levels of government and inter-institutional arrangements can vary considerably between sectors, depending on the service that is provided. The document presents what the main obstacles for improved service delivery at the local level are and explains why decentralisation can help reinforce sector-wide approaches (SWAps).
