The District Development Facility (DDF) is a joint donor initiative in Ghana.The main objective is to improve the service delivery performance of local governments, and to improve donor coordination.The case study draws the following lessons:
- Indicators should be simple and measurable and focus on core areas of institutional performance
- Design and assessment should be based on dialogue and involvement of all key parties to ensure ownership and commitment
- The set-up of a facility like the DDF requires stable and long-standing support, both financially and with respect to design issues, of the donors and the partner country.
