The use of cash and vouchers in humanitarian crises - DG ECHO funding guidelines
The guidelines of the European Commission on the use of cash and vouchers in humanitarian crises contain a report and its executive summary. They aim to help decision-making in humanitarian crises. The summary specifies the cash and vouchers terminology and provides a decision tree to support decision-making on the type of intervention to be implemented, i.e. either in kind humanitarian aid or cash transfers (including cash-for-work interventions). The objective of the Commission is that all forms of resource transfer for the delivery of humanitarian assistance are systematically analysed and compared. The summary also contains a checklist to assess a project proposal's conformity with the DG ECHO cash and vouchers guidelines. The second part of the document contains the guidelines themselves, with lessons learned from the past and justifications. It also details the necessary elements that all social-transfer proposals to ECHO should include. Finally, it contains guidelines for implementing those actions.
