Over ten (10) years of international experience assisting MS development agencies, diplomatic missions, IO's (UN/UNESCO), regional organizations, and entities from both public-private sectors. I have designed and implemented international cooperation projects in all stages: budget timelines, M&E actions (including log frames, theory of change, indicators), EU communication/visibility strategies, and have been involved both in the coordination of regional networks and event-organization with a broad range of stakeholders from different regions (ALC, ACP, Middle East, Europe). I offer solid on-field experience and have also worked in Brussels closely with the EC services on delegated cooperation projects. This includes coordination of Team Europe among development actors within the Practitioners' Network in Brussels and in different EU-partner country contexts for better joint programming and joint implementation (EU Delegation in Palestine).
The aim of this evaluation project is to share evaluation experiences within Latin-American public administrations by providing peer to peer technical assistances that enable knowledge-sharing among institutions, ultimately strengthening decision-making processes in specific programs or public policies. The main objective is to institutionalize public policy evaluation as a general practice in the region.
