
Carlos has extensive experience in international cooperation, mainly focused on designing and implementing monitoring and evaluation systems for funding instruments and programmes supported by the European Union and other major donors, including UN agencies, Member States or the US State Department. Extensive geographical experience spanning Latin America, North Africa, Eastern Europe, Asia, and the Pacific, with a strong focus on post-conflict settings and thematic areas such as regional development, migration, socio-economic inclusion and policy design. Key contributions include supporting EU-funded mechanisms like the EU Trust Fund for North Africa, the EU Trust Fund for Colombia or the Results Oriented Monitoring (ROM) system, as well as leading complex evaluations for initiatives related to democratic governance and peacebuilding. Academically, he is a sociologist pursuing a doctoral degree, focusing on the support provided by the EU to implement the Peace Agreement signed between the Government of Colombia and the FARC EP guerrilla, and holds advanced qualifications in international cooperation, migration, and humanitarian aid.
