As a lawyer and public policy specialist with over 30 years of experience in governance and development cooperation, I have dedicated my career to strengthening state institutions and promoting sustainable public administration. My trajectory combines legal expertise with strategic management across Portuguese Government ministries, public administration, foundations, and civil society organizations.
Currently, I coordinate PReSE – Reforma do Sistema Eleitoral em São Tomé e Príncipe, an EU-funded program implemented by Camões, I.P. that is introducing a digitalised and interoperable system for voter registration and election administration. This reform aims to strengthen democracy, increase transparency, and reduce electoral costs — a transformative step toward modern and efficient electoral governance.
Previously, I led the PFMO – Osan Povu Nian, Gere ho Di’ak program in Timor-Leste, supporting national institutions such as the Court of Appeal, the Chamber of Accounts, the Prosecutor-General’s Office, the Judiciary Police, the National Assembly, and the Ministry of Justice.
