Before joining UNDP Rwanda, Munyangondo worked for the National Government Survivors Fund (Fond d’Assistance au Rescape du Genocide (FARG)), supporting and assisting needy survivors of the Genocide against the Tutsi in Rwanda. From 2009 to 2015, he served as a Planning Officer, and later, from 2015 to October 2021, he was appointed Director of Planning, Monitoring, and Evaluation.
His achievements in the Fund include leading the preparation of the Fund’s Strategic Plan, the Fund Graduation Strategy, and the evaluation of Fund activities related to beneficiary assistance. This included shelter support, medical treatment, monthly financial assistance, payment of school fees, provision of scholastic materials, and support for income generating activities (IGA) aimed at helping beneficiaries to get out of extreme poverty. Additionally, he contributed to establishing the Management Information System (MIS), which managed the database of beneficiaries across the Fund’s five programs: Health, Shelter, Direct Support, Education, and Income-Generating Activities.
In 2023, he has joined UNDP Rwanda as the Coordinator of the Strengthening Rule of Law in Rwanda project through in the Ministry of Justice in Rwanda. Key achievements of this project include the establishment of an Alternative Dispute Resolution (ADR) Center, a reduction in the backlog of court cases, the upgrade of the Integrated Electronic Case Management System (IECMS) with E-Court functionalities, and capacity-building programs for IECMS end users. He also contributed to the development of the Justice Sector Strategic Plan (2024-2029), which is now being implemented by the Ministry of Justice. Furthermore, he played a role in organizing two high level meetings in 2023 and 2024 on Justice, Reconciliation, Law and Order, and the Universal Periodic Review, which brought together Government institutions, Development Partners, civil society, and the private sector.
Munyangondo Emmanuel holds a Bachelor’s degree in Economics from the University of Rwanda and is currently pursuing a Master’s degree at the University of Lay Adventists of Kigali (UNILAK).
