Lisandro Pérez is a specialist in international development and cooperation, holding a Doctorate in Development and International Cooperation, a Master’s in Sustainability, and a Master’s in INGOs Management. He graduated with honors in International Relations and holds internationally recognized certifications in project management, including PM4R, Project DPro, and MEAL DPro.
From 2012 to 2024, Dr. Pérez served as a Professor of International Relations at the University of El Salvador, specializing in development project management and international cooperation. His research focuses on the dynamics of development aid and the localization of the Sustainable Development Goals (SDGs). He has made significant contributions to academia through peer-reviewed journal articles, book chapters, and guest editorial work for special issues. Additionally, he spearheaded the creation of El Salvador’s first postgraduate program in Social Project Management, training professionals in the design and management of development initiatives.
With over 15 years of experience in the international development sector, Dr. Pérez combines academic rigor with practical expertise. He has collaborated with organizations such as FAO, UNICEF, the European Union, the IDB, AECID, LuxDev, USAID, the AFD Group, and the U.S. Department of State. His roles have encompassed project evaluation, organizational capacity assessment, project management, process improvement consulting, and grants advising.
Currently, he leads monitoring, evaluation, and learning (MEAL) efforts for Expertise France in El Salvador as part of the LAMARR Project. Since 2022, he has been an active volunteer at the PM4NGOs Hub for El Salvador, promoting best practices in development project management through DPro methodologies.
