
BIOGRAPHY FOR PHILIPO HERMAN MALLEY
Mr. Philipo Herman Malley was born and raised in Babati District’s Rural Village of Seloto , Manyara Region in Tanzania. He is a fourth born in the family of 8 children of Mwl. Herman Burra Malley (father) and Magdalena Migire Lori (Mother). His father was a primary school teacher and mother was a housewife. He had his Primary School Education in Maganjwa Primary School located in Babati District, Manyara Region of Tanzania. He then joined Singe Secondary School (1993 to 1996) for ordinary level and Mwenge High School (1997 to 1999) for advanced level where he studied Physics, Chemistry, Biology) major courses, (Basic Applied Mathematics and General/ Development Studies) minor courses.
Higher Education
He then joined University College of Lands and Architectural Studies (UCLAS) now Ardhi University which was a constituent College of the University of Dar es salaam, for Bachelor of Science in Urban and Regional Planning from 2000 to 2004. In October 2007 to September 5th Philipo joined Master of Science in Land Management, Specializing in Ecological Conservation at School of Applied Sciences of Cranfield University, England in the United Kingdom.
Work Experience
He then joined Ministry of Lands and Human Settlements Development as a field officer from June 2004 to June 2005 where he shifted to privately registered company named City and Environmental Planners Ltd located in Dar es salaam (June 2005 to March 2006). He was then employed by the College of African Wildlife Management, Mweka in Moshi, Tanzania as an Assistant Lecturer in Conservation Planning (March 2006 to November 2018).
Philipo has experience working on wildlife conservation, environmental and sustainable natural resources management particularly in developing countries contexts with Tanzanian Government, Local and International Non-Governmental Organizations. He is experienced in facilitating awareness rising and capacity building initiatives to a local communities specifically smallholder farmer Groups, Small and Medium Enterprises in areas related to climate change adaptation, wildlife conservation, land-use & land rights, and Networks in Tanzania and beyond. This encompasses field experience working with local communities on array of issues including advocating for pastoral rights, policy support, capacity building, and sustainable management of natural capital and on climate change issues affecting rural producers in developing countries as well as experiences in international platforms, fora and networks. He as well developed skill sets that enable understanding of challenges including challenges facing developing countries in an environment where resource scarcity is increasing, population is raising and climate becoming more variable.
His current career focus include:
• Sustainable land management & arresting land degradation with communities (local/traditional knowledge, priorities and aspirations) at centre of the development of tools and methodologies
• Working with local communities and national governments on climate change adaptation and resilience in different sectors
• Climate change mitigation, adaptation and resilience with a focus on low carbon development in agriculture and energy sectors
• Coordinating policy issues around responsible governance of land tenure, adaptation, natural resources management and informed decision-making as a basis for sustainable development.
• He is also committed to contributing to a body of knowledge and data that will contribute to the realization of Agenda 2030.
Philipo is recognized as a Technical Teacher by Tanzania National Council for Technical Education (NACTE) in Tanzania since 2009.
