
Ruffine is a Vice-President of Un Repas Pour Toit, a non-profit organization dedicated to empowering underprivileged communities in Arivonimamo Madagascar through education, nutrition, and skills development. We are deeply passionate about creating a world where every individual has the opportunity to reach their full potential, regardless of their circumstances. We provide free schooling and nutritious meals to children from impoverished backgrounds, ensuring that they have the foundation they need to succeed in life. Beyond education, we recognize the importance of empowering women, people in needs and individuals with disabilities to achieve financial independence. We offer vocational training programs that equip them with marketable skills, enabling them to secure sustainable livelihoods and contribute meaningfully to society. We collaborate closely with local communities to ensure that our programs are tailored to their specific needs and cultural contexts.
At the same time Ruffine is a Communication Officer for Women in Maritime Sector in Eastern and Southern Africa (WOMESA) Madagascar. Ruffine is in charge to develop and implement a comprehensive communication, manage social media presence, craft engaging content for various platforms, develop press releases, articles, website content, organize and promote events, monitor industry, create brochures, presentations, and other materials that effectively communicate the value of gender diversity in maritime professions. The association aims to develop and promote women working in the maritime sector and affiliates and sets the following objectives: building the capacity of women working in the maritime sector, promote gender policies at sea, contribute to the development of the BLUE ECONOMY sector, work to guide and engage women as key players in the maritime sector, contribute to the achievement of sustainable local community development SLCD (economic, social and cultural), participate in preserving the environment (organize beach and waterways cleaning campaigns and promote recycling for utilization of marine litter) and encouraging all the stakeholders to be part of the solution. The association also raise awareness, inspire and provide students with an overview of the diverse career path and the various educational pathways to the maritime industry.
Actually, Chief of Commission (CoC) for Agriculture, Energy and Environment at the African Women Leaders Network (AWLN) Madagascar. Ruffine role consist in empowering Malagasy women leaders working in these critical sectors at national, regional, and continental levels. Provide strategic direction and guidance on AWLN's initiatives related to Agriculture (promoting women's leadership in agricultural production, access to land and resources, sustainable farming practices, and climate-smart agriculture), Energy ( advocating for women's participation in the energy sector, including renewable energy development, access to clean and affordable energy for households, and energy efficiency), and Environment (empowering women as environmental leaders in areas like natural resource management, climate change mitigation and adaptation, and conservation efforts). This commission develop and implement programs that equip women with the skills and knowledge to succeed in these fields. Secure funding and resources to support AWLN's initiatives in these sectors. Build strong partnerships with stakeholders, including governments, NGOs, private sector entities, and research institutions, to advance AWLN's goals.
Ruffine possess a combination of entrepreneurial spirit, consulting expertise and in-depth knowledge of EU funding opportunities. Ruffine followed training in international partnership and development such as EU Funding programs like EuropeAid and INTPA and was a Development and International Partnership Director for the NGO the.InSERT.info . Ruffine passion is in guiding partners and development projects through OPEN CO-CREATION and collaboration-communication with Universities, CSO (local young entrepreneurs), SME and the private sector WORLDWIDE in alignment with the SDG. Ruffine leads and manages a portfolio of projects supporting the development of international partnerships, liaise with partners organizations in different countries and to identify and build opportunity for partnership activity.
Ruffine delivered workshops and training programs opportunities for Universities, OSC and partners both online and face-to-face and covered topics such as EU funding, proposal writing and consortium building, advised them with EU Funding relevant programs aligned with their needs (Horizon Europe, Erasmus+,…)

Ruffine worked with a multicultural crew onboard Orange Marine (https://marine.orange.com/en/) cable ship. Ruffine was in charge of submersible robotic equipment ROV (Remotely Operated Vehicle) Pilot and hold ROV Pilot/ Technician Grade II from OSTRAC (Offshore Skills Training Centre) South Africa, IMCA – Member Company. As a work class ROV pilot, Ruffine plays a role in the deployment, inspection, and maintenance of submarine cables, which are the backbone of global communication infrastructure in compliance with ISO 14001 concerning environment and adopt strategies for reducing the environmental impact of shipping and low-carbon technologies.
Ruffine was responsible for navigating, maintaining, and repairing ROV systems and its associated equipment, implementation and monitoring of technical procedures and reporting.
Ruffine expertise of ROV systems, including hardware, software and sensor operation used to accomplish tasks in an underwater environment, to monitor ocean environments, manipulating tools or equipment underwater, performing different tasks ranging from subsea development projects, IRM (Inspection, Repair and Maintenance), cable and pipe survey, cable trenching, scientific research, or perform recovery tasks as directed by clients or supervisors with technical Identifying how ROV programs can support further development of the deep ocean DIGITAL BLUE ECONOMY. Ruffine is familiarized with maritime communication for ensuring safety, navigation, and efficient operations at sea who is facilitated by a complex network of fixed and wireless telecommunication infrastructure.
Ruffine holds a Master Degree in Industrial Engineering option Electromechanics and Industrial Computing from Institut Supérieur Polytechnique de Madagascar (I.S.P.M.).
