Rustico “Rusty” Biñas, is a graduate of Masters of Professional Studies at Cornell University, Ithaca, New York, USA on International Agriculture and Rural Development. He has more than 30 years of solid work experience in Disaster Risk Reduction (DRR) and Resilience Building, technical cooperation and community-managed projects in Asia, Latin America and Africa. He works with government, UN Agencies and international organizations such as Asian Disaster Preparedness Center and African Center for Disaster Risk Management ranged from research and development, networking and advocacy, program management, capacity building, resource development and implementation of community projects.

He was a Regional Director of the Regional Center of the then International Institute of Rural Reconstruction in Latin America based in Ecuador, responsible for the resource development, program planning, monitoring and evaluation, financial and human resource management.
He is trainer and champion facilitator on various themes such as disaster risk reduction, disaster management, damage assessment and needs analysis, community managed disaster risk reduction, integrated community development, sustainable agriculture practices and organizational development. He evaluated institutional programs in different parts of the world such as Cordaid-ECHO Projects, Australian-Indonesia Facility for Disaster Reduction, Diakonie Katastrophenhilfe, Caritas Germany, UN-OCHA and International Institute of Rural Reconstruction to name a few.
