My name is Semiha Kačar, and I am the founder and president of the Sanjak Committee for the Protection of Human Rights and Freedoms, based in Novi Pazar, Serbia. Since the early 1990s, I have been actively engaged in the defense and promotion of individual and collective human rights, with a particular focus on marginalized and vulnerable communities in the Sanjak region and beyond.
For over 30 years, I have worked to strengthen democratic values, provide free legal assistance, and advocate for equality, justice, and the dignity of every person. I lead a dedicated team that monitors and documents human rights violations, supports victims of discrimination and violence, and offers legal and institutional support to those affected by systemic injustice.
Through our initiatives, we support returnees under the readmission agreement, internally displaced persons, Roma communities, women survivors of violence, persons with disabilities, and other at-risk groups. I am also deeply committed to youth education, community empowerment, and the promotion of a culture of nonviolence and interethnic dialogue.
My work is rooted in transparency, cooperation, and a belief that every person deserves to live in dignity and safety, with full access to their rights guaranteed by both national and international law.
I regularly cooperate with local and international organizations, advocate for harmonization of Serbian laws with international human rights standards, and strive to ensure that the voices of the most vulnerable are heard—loudly and clearly—where decisions are made.
