European Year of Digital Citizenship Education

Digital technology is everywhere, but not everyone knows how to use it safely and responsibly. The European Year of Digital Citizenship Education #DCEY2025 is about enabling people of all ages to become confident, conscious and ethical digital citizens. 

Beyond building technical skills, Digital Citizenship Education is about understanding how to spot disinformation, respecting others online and protecting personal data. Online media literacy, mutual respect and awareness of legal rights and obligations all help to build inclusive and democratic societies. Digital tools also open multi-fold opportunities for citizen engagement and participation in democratic processes.  

Launched in Strasbourg in January, the dedicated Council of Europe “year” is highlighting the potential of Digital Citizenship Education to empower learners to become active citizens, both on-line and off. Focusing on the Member States of the Council of Europe, it invites all concerned actors to get on board and to take action.

  • Read and use the Council of Europe’s #DCEY2025 resources, including infographics, leaflets and lesson plans. They follow the guidelines of the Council of Europe’s Citizenship Education Handbook (2019)
