Boosting the Development of the Green Hydrogen Labour Market in Panama

Panama, thanks to its strategic location, has the potential to position itself as a regional and global hub in the green hydrogen (H2V) industry and its derivatives. This study presents a comprehensive analysis of the needs and gaps in technical and professional qualifications required to support this energy transformation process.
Through a gap analysis, the country’s current capabilities were identified, along with the desired future state for the H2V industry, and the differences between the two. The study is based on a literature review, interviews with key actors from the public, private, educational, and professional sectors, as well as an analysis of the current and projected educational offer and labour demand.
One of the most significant findings is the broad scope Panama has to strengthen its training and regulatory ecosystem around H2V. The creation and consolidation of specialised educational programmes, investment in technical infrastructure, and the development of regulatory frameworks tailored to this new industry represent major opportunities to foster economic growth and generate quality employment. Moreover, this opens up a valuable space to promote strategic alliances with international and regional actors who can contribute knowledge, technology, and experience.
The document also presents a map of the required competencies across various links in the H2V value chain, including production, transport, storage, and the application of derivatives such as ammonia or methanol. These profiles range from operational technicians to high-level professionals in engineering, logistics, and regulation.
Finally, strategic recommendations are proposed, aimed at improving employability, promoting the participation of women in technical sectors, establishing a clear regulatory framework, and developing public awareness campaigns. This study represents a key first step towards articulating a national strategy for the development of human capital aligned with the objectives of the National Strategy for Green Hydrogen and Derivatives (ENHIVE).
