// Context
The Swedish Institute (SI) has been studying the role of culture as a means of development for over 20 years. The programme of cultural exchanges with Official Development Assistance (ODA) countries, funded by the Swedish International Development Agency (ASDI), has traditionally been open to all ODA countries and covers all areas of art.
However, to ensure a wider and more visible impact, the SI decided to launch the special Creative Force programme in 2008, aimed at developing further cooperation between partners by reducing the target group so that the results would be more measurable. The programme developed by the SI is very proactive: project support is not only based on demand, but also on project management, construction of active networks, expert visits, seminars and communication.
// Project objectives
The aim of the programme of cultural exchanges with ODA countries is to amplify the voices of those living in poverty through cultural exchanges with Sweden. In its development cooperation work, the SI seeks to promote democracy, governance, gender equality, children’s rights and respect for human rights. The aim of the Creative Force programme is to establish a dialogue and creative forums for culture. The programme seeks to strengthen the development of civil society and promote social change and social inclusion, by improving opportunities for women, children and young people to influence and participate in cultural life. The objectives are also to boost the cultural sector by creating jobs, promoting innovation and creativity within the sector, and enhancing the value of arts and crafts and local resources.
// Action and impact
43 projects were submitted between 2008 and 2009.
Around 90% of partners have found that their projects:
- have enabled them to work in the areas of gender equality, sustainability, democracy, human rights and/or freedom of expression;
- continue in one way or another after the initial funding;
- have helped to ensure civil society development and societal changes.
- increased opportunities for women and children to take part in cultural activities.
Interactive discussions with the public on the subject of women and children, which have continued within families long after the formal discussions have ended.
A positive change in the level of professionalism and motivation of participants.
Inclusion in international networks, which have helped to create job opportunities and ensure capacity-building in creative industries within the countries concerned.
