Mainstreaming Anti-Corruption in the Global Gateway: Guidance Published

The Global Gateway is not just about infrastructure and investment—it’s also about values. Promoting transparency, good governance, and integrity in the enabling environment is central to achieving its goals. Whether working in transport, climate, digital, or health systems, stakeholders are increasingly confronted with sector-specific corruption risks that require tailored responses.

To this end, DG INTPA has published a comprehensive guidance package on mainstreaming anti-corruption, available on the e-Academy portal. All interested parties can access the resource, which includes:
• A detailed guide on conducting corruption risk analysis and identifying countermeasures, tailored to each Global Gateway area of cooperation;
• Sector-specific, two-page guidance notes summarising key points for each area: transport, climate finance and energy, education, health, and digital transformation.
The guidelines are designed to support EU staff in integrating anti-corruption objectives into development interventions, with a particular focus on Global Gateway programming. They are not EU-specific but draw on international good practices and tools applicable across contexts—making them equally valuable for EU Member States, NGOs, and implementing partners.
These materials are part of a broader, evolving effort to understand corruption dynamics and improve practical responses through learning and adaptation.
