The project "Community-led Urban Strategies" will be implemented from 1st January 2015 onwards for a period of 30 months in the Eastern Partnership countries. The Council of Europe will assist 6 - 12 historic towns (maximum 2 per country) in developing strategies in maintaining its cultural heritage. Partner of the project will be the Organization of World Heritage Cities. The project will contribute to the overall goal to stimulate social and economic development by enhancing the cultural heritage resources in historic towns.

The activities under the project will have mainly 5 results:

1/ Local medium-term urban development plans are adopted in 6 to 12 pilot towns.

2/ 12–24 heritage revitalisation projects (max. 2 in each pilot town) will be prepared in order to implement the urban development plans.

3/ Capacities of local professionals’ in urban planning and heritage management will be developed.

4/ The awareness of Communities will be increased about the value of urban heritage.

5/ Cultural heritage will be integrated in local and national urban and development policies. Heritage will be strengthened in the decision making processes of other policy domains

I am curious to know whether this project is a joint effort with the State (aka Ministry of Culture in the case of Armenia), or it will be held through nonprofits. If it is the first one then what kind of involvement the third sector can have? Any civil society monitoring or involvement instruments are designed or not?

Dear Sarhat,I apologise for nobody having answered your query.The EaP Culture Programme Phase I has been supporting the cooperation between authorities and civil society and aimed at initiating and motivating cultural policy reforms. It was though involving both national and local authorities as well as civil society. All activities have been open to civil society, all calls for participating in workshops, the original call of the EC in 2010 for projects, etc, were addressed to civils society as well if not in first instance.The EaP Culture Programme Phase II is supposed to further contribute to strengthening civil society. Watch out for calls from the programme - there will be for sure new opportunities in the course of this and next year.

Dear Lucino, 

Thanks for te feedback. As I am familiar with EaP Culture Programs, my interest was on this "Community-led Urban Strategies" that I assume is not part of EaP Cutlture Program, am I right?
